Brief specification description or basic overview of the project: Pujiang Dongxu Apartment Complex is an old resettlement housing area, consisting of 4 neighborhoods: South District of Dongjing Road 669 Lane, North District of Dongjing Road 669 Lane, Dongjing Road 626 Lane, and Laiyang Road 1443 Lane. The total construction area is approximately 400,000 square meters, with a total of 4,419 households and 172 elevators.

2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(b)落實政府采購政策需滿足的資格要求：節(jié)能標(biāo)志產(chǎn)品政府采購、環(huán)境標(biāo)志產(chǎn)品政府采購、促進中小企業(yè)發(fā)展        

(b)Qualification requirements to be met to implement government procurement policies: Energy-saving Product Government Procurement, Environmental Label Product Government Procurement, and Promotion of Small and Medium-sized Enterprise Development        

(c)本項目的特定資格要求：3、根據(jù)《上海市政府采購供應(yīng)商登記及誠信管理辦法》已登記入庫的供應(yīng)商。4、為該采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動。5、單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同投標(biāo)人，不得參加同一合同項下的政府采購活動。6、與采購人存在資產(chǎn)紐帶關(guān)系、人事任免關(guān)系的供應(yīng)商，不得參加本項目政府采購活動。7、具備（中華人民共和國特種設(shè)備生產(chǎn)許可證）特種設(shè)備（電梯安裝（含修理）)許可證。8、本項目專門面向小微企業(yè)采購。

Suppliers who have been registered and entered into the database in accordance with the 'Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures'. 4. Suppliers providing overall design, standard formulation, or project management, supervision, testing, and other services for this procurement project shall not participate in other procurement activities of this project. 5. Different bidders whose unit responsible persons are the same person or have direct controlling or management relationships shall not participate in government procurement activities under the same contract item. 6. Suppliers with asset ties or personnel appointment and removal relationships with the procuring entity shall not participate in the government procurement activities of this project. 7. Possess the 'People's Republic of China Special Equipment Manufacturing License' for special equipment (elevator installation (including repair)). 8. This project is specifically        

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;

1、根據(jù)上海市財政局《關(guān)于上海市政府采購信息管理平臺招投標(biāo)系統(tǒng)正式運行的通知》（滬財采[2014]27號）的規(guī)定，本項目招投標(biāo)相關(guān)活動在電子采購平臺（網(wǎng)址：www.zfcg.sh.gov.cn）電子招投標(biāo)系統(tǒng)進行。響應(yīng)人應(yīng)根據(jù)《上海市電子政府采購管理暫行辦法》等有關(guān)規(guī)定和要求執(zhí)行。響應(yīng)人在電子采購平臺的有關(guān)操作方法可以參照電子采購平臺中的“在線服務(wù)”專欄的有關(guān)內(nèi)容和操作要求辦理。
2、響應(yīng)人應(yīng)在投標(biāo)截止時間前盡早加密上傳響應(yīng)文件，電話通知采購人進行簽收，并及時查看采購人在電子采購平臺上的簽收情況，打印簽收回執(zhí)，以免因臨近投標(biāo)截止時間上傳造成采購人無法完成簽收的情形。未簽收的響應(yīng)文件視為投標(biāo)未完成。
